The next chapter
of Open Banking.
Understand the direction of change through the systems, interfaces and responsibilities that make financial services work.
Related initiatives.
Different roles.
PSD3 and PSR form the payment services reform package. FiDA is a separate initiative concerning broader financial data access.
PSD3
Primarily addresses authorisation and supervision frameworks for payment and electronic money institutions.
PSR
Concerns the rules for providing payment services, including areas relevant to API access and permission management.
FiDA
A proposed framework for financial data access beyond payment accounts, related to the broader Open Finance direction.
This is an English adaptation of the informational material prepared on 27 October 2026. Describing a direction of change does not mean all new rules already apply. Check the final acts, application dates and relevant scope before making implementation decisions.
The questions to ask
before changing systems.
Where are data permissions managed?
Map how access is granted, changed and withdrawn, covering user screens as well as system and partner interactions.
How is interface quality measured?
Review documentation, availability, response completeness and error handling. Establish what is measured and who responds to problems.
Which changes depend on suppliers?
Map dependencies across core banking, digital channels, the API layer, authentication and monitoring.
How will readiness be demonstrated?
Connect requirements to test scenarios and evidence. A description of a new feature does not replace verification.
